i took 9 sheets if regular raph paper turned them over so the lined boxes(graphs) were facing the surface. I took shipping tape and taped them together on the side with the lines like wide ruled paper, making one large piece of paper. I then drew out the waterlines...rivers, bays, and canals. Afterward I would then draw in elevation changes within the city areas. Then I would draw in the major roads, not to many of coarse, just a few: at least one vertical, one horizontal, to go out the north, south, east, and west gates of the city, roads traveling by an area where you would draw sporting complexes, market places, government buildings, sea ports, temples, and military bases. I always set aside large tracks of land within the cities for residential areas. After that, just fill in commercial buildings in areas surrounding other areas where there is high traffic. I would then paint in the water areas. The next step would be to start coloring the buildings and ground area natural colors, and cover the area with see through shipping tape to seal the color in, as well as preserve the drawing for time. I would do this over medium sized areas, it takes about a month or more to complete the drawing.
